      <![CDATA[Napier may not have used the politically correct terminology by saying "lower class," but his meaning is clear:  primarily, it's low-income people who ride the bus. That's a fact, not a pejorative statement.<br><br>What really needs to be examined is the need for a bus transfer station.

      <![CDATA[i agree that it could be important to have it in shockoe bottom for several reasons: <br><br>1-there isn't a place to pick up a bus in shockoe at the moment. i have traveled the bus line and whenever i'm in the bottom, i have to trek back up to broad in order to catch the bus.
