      <![CDATA[Amen to that, Scott. CAPS is so far off of its original mission  that  it shoudl simply be shut down and replaced with an effective program for penalizing the slum lords and others who propogate ROT in Richmond, rather than undermining the green shoots of entrepreneurialism.<br><br>I've said it before:  Richmond's leaders talk a big game, but ultimately, if you are young, educated, creative and ambitious, you should leave now, because the power structure has been built to shut you down

      <![CDATA[CAPS became interested in shutting down local cultural events after the infamous altercation at a house party near Second and Main where Strike Anywhere was playing.<br><br>The popo came heavy handed and claim they were attacked with bottles and then set off tear gas or pepper spray or whatever inside the apartment.<br><br>By all accounts, the police have held a grudge about the bad press they received from this and have been 'getting even' through CAPS.<br><br>Unconfirmed but maybe you can look into whether anyone in the CAPS program was there that night or maybe their supervisors.

      <![CDATA[The City did not have a problem when there was work being done on the Carpenter Center while the VaPAF deal was in doubt and it was not clear who was responsible for the building. I asked the City's  Commonwealth Attorney to investigate and enforce code....but I keep forgetting that laws only apply to the 'little people' and little venues.<br><br>On the other hand, if CAPS could retarget on absentee landlords in the City, it could restore its good standing with citizens by helping to clean up neighborhoods.
