      <![CDATA[The main point I wish to make is that the work being done today on this project has very little to do with the events of last fall, which this story wishes to make connections to. <br><br>And yes, I should have indeed included the point that, the Cultural Action Plan (and the Downtown Master Plan for that matter) mention arts districts as possible tools toward cultural promotional and economic and community development, but it is not a primary recommendation of either.
