A creepy-looking guy is standing confronting myself and my family at a corner where I as a driver am *required by law* to come to a complete stop.

He's standing right at my driver's side window within easy stabbing distance and I am *required by law* to come to a complete stop.

I was kind of hoping you were talking about bankers and corporate CEOs, but I see this is under the article about 'street homeless'. Regardless, I doubt your statement would be true in either meaning-

A wide spectrum of people have no problem with taking advantage of society and have no intention of stopping - look at all the Baby Boomers playing golf with Social Security money while the country goes broke.

Yes, both panhandling and corporate welfare in their many forms (hello Center Stage!)

Obviously, "ignorance of the law is [technically] no excuse" but I'm sure most panhandlers aren't so hell-bent on occupying a center median that they wouldn't simply cross the street.
