      <![CDATA[Scott is right about the coal poisoning us.<br><br>And as far as rates increasing 80-90%, They have gone from less than $.04/kwh in the late 1990's and according to the Greater Richmond Partnership, the residential rate in the summer of 2008 was $0.11/kwh. That is a 175% increase in less than a dozen years.
