Why exactly does this mean government operated schools cannot perform? I doubt anything will come of this unless serious problems are uncovered.

CCP is necessary, if only to separate those who don't want to learn from those who do. Getting trouble makers out of the class has helped the learning environment tremendously.

Yet, there will always be muddle headed groups more worried about those who are causing problems than the kids trying to learn.
