      <![CDATA[Where it is true that the fare hasn't been increased since 1992, the Richmond Transit Riders Union pointed out that neither have wages. <br><br>The majority of riders of GRTC's public transportation system who will be bearing the brunt of this fare increase are either living on a fixed income, disabled, or making poverty wages.
