Oregon Hill residents have suffered enough over the years between the downtown expressway ripping its inside apart and VCU attempting to encroach and impacting the neighborhood with parking and other social problems. The new "amphitheater" furthers that imposition through noise and parking and litter problems of its own with no plans for mitigation. The whole process has been arrogant and legally questionable. When will consideration of Richmond's ALREADY downtown residents be implemented? Never. The "beat" goes on...

This is less about Salomonsky and more about a dysfunctional Assessors office that has run amok. Without the terrific investigative reporting of Style Weekly's Scott Bass, this "audacious" attempt at gaining multi million $$$ tax relief would have sailed through with a nod and a "wink wink". The same assessor still administers the program. An ordinance REQUIRES the Assessors office to have written rules for granting tax abatement yet there are NONE save the state law allowing the program. Where is the City Auditor on this? He was alerted to this dysfunction as early as 2010 and never responded. Rest assured, this case is the tip of the iceberg and the taxpayers of the city of Richmond have been bled out by the system for years. Here's some suggestions:
* Audit ALL tax abatements for the last 10 years.
* commence performance assessments on ALL employees of the Assessors office with subsequent remedial action as well as criminal investigation for cases in which it is warranted.
* Establish an impartial committee to set common sense guidelines and review all future applications.
What's most tragic here is that a program started with the objective of PRESERVING historic properties has caused the DESTRUCTION of historic properties and the taxpayers have picked up the tab. Have a nice day indeed...
