In pretty much any other state in the country the City of Richmond would share jurisdiction and tax revenue with surrounding counties. Each would have an interest in the success of the other. The peculiarities of the Dillon Rule and the Virginia constitution keep cities independent of the counties they are carved from and prevent them sharing mutually beneficial interests. This is why regional cooperation is so difficult here. Bon Secours probably thought they were being good as their word by selecting "local" contractors. Unfortunately they happen to be outside the city limits. The city could have, I guess, required Bon Secours to use contractors located in the City. What impact this might have had on costs is unknown. Also, just because a contractor is located outside the city limits does not mean their workers don’t live in the city. Neither does it mean that city contractors don’t hire county residents.
