How much control do you really think the chief of police has on people making the decision to murder one another?You can't have a cop on every street corner.A murderer picks his time,his place and his method all on his own agenda.Realistically,all the police can do is react after the fact and do the best they can to solve it.Now,on that note,I think the Richmond PD does a great job!Very few go unsolved,and that should be the measure of the job he and the department are doing.To think you can just replace him and the problem is going to get better is wishful thinking.
