Re: “City Gets IBM “A-Team” to Help Attract Businesses

As a former economic development professional for the city, a city resident, and city business owner, I would ask IBM to examine the following:

The city puts $1.4 Million every year into the Greater Richmond Partnership (GRP), a public/private organization (think Fannie Mae) that promotes "the region" (the city plus the three adjacent counties) to businesses who may want to relocate here. I see two problems with this.

First, GRP already has access to the very kind of technology the city is now asking IBM for, so why re-create the wheel?

Second, as business environments go, the city is an "apple" and the surrounding counties are "oranges". The type of talent and businesses attracted to one type of environment are not typically attracted to the other (think "Applebee's" vs "Millie's). Is the city's economic development advertising sufficiently focused? Is the city getting a good return on its annual investment of $1.4 Million in the GRP?
