Re: “White's Rapids”
Style Weekly is to be commended for this article, and for having supported river protection projects in the past. During the battle against hydropower reactivation on the river, Style sponsored a downriver race organized by hydro opponents. Top city bureaucrats supported hydropower development then {and some continue to do so today}. The city has had a long succession of Parks and Recreation Department Directors who have not recognized the true value of the James River Park, or the James River. Most have demonstrated little management ability or common sense, either, and some have been entirely clueless. The same applies to the legions of park bureaucrats whose responsibilities are difficult to discern, and whose accomplishments, if any, are not notable. For the sake of brevity, the Style Weekly article did not describe the layers of department managers Ralph White was accountable to.
