I think results should count for something. How many city workers can claim such results in a city filled with red tape procedures. There is a reason, a good reason, he has never been terminated---Results! Can any other department work with a $35k budget and have positive results? They should rename the James River Park System as the Ralph White Park System. He gave half his life to the love of the park and it shows. There hasn't been too many bright spots in the city lately, but that park certainly is one.

why is it you never hear from politicians, "We need to raise revenue for all the Food Stamp (EBT) recipients and state social services, like welfare?" Even though there are tens of thousands more on those programs than in the past? Could it be politicians are taking money from VDOT, Education, and other places because it is more PC and believeable and non-controversial to increase taxes for education and VDOT? You'll never hear, "We need to raise taxes for those who don't work" There are so many more people traveling the roads than in the past, therefore, more money has been supposedly going to roads--per capita (user), but, nothing is being done.
