Correct, Jerel. I'm totally not an expert on Civil War artillery. But along those lines, Lt. Minton conveyed to me that police would prefer people just call them to check it out rather than have amateurs try to discern for themselves whether the hunk of metal they're holding is full of explosive powder.

Rob, Unfortunately it's impossible to calculate a percentage change from zero. Still, if there were no homicides last year and two this year, that's an increase. How to display? I followed the lead of other clever people who have done this stuff and in instances where the 2012 rate was zero, the 2013 total is also displayed as a percentage in the increase/decrease row.

Robert, the mayor's administration will tell you that the reason no one's built anything down there all these years is that the infrastructure necessitated by the floodplain makes private projects cost prohibitive -- as in, not profitable. The ballpark, paid for by the city, provides the infrastructure that makes that private development profitable. But my point isn't to say that's good or bad -- just trying to give readers a clear picture of who's involved and who stands to gain.

Regarding parking, City Council members briefed say there are plans for a new 1,700 car deck, which would be utilized for game parking in addition to existing nearby decks. The council members say the administration is touting the plan as more convenient than the Boulevard in terms of the distance from interstate exists to parking and the stadium. That's all I know about that angle right now.

The city only pays for city residents' use of CARE. Henrico pays separately and is considering its own changes to the service. But it is true, and Chris Hilbert made this point during the meeting, if the region had a functional mass transit system then there wouldn't be such high demand for CARE rides.
