Andrew, Thanks for posting your thoughts and bringing up the High Cost of Free Parking, which was in the back of my mind as I was writing this. Next time I write about parking I'll give you a call, and hopefully we can get your comment in next week's issue as a letter to the editor.
And T, yes, of course I read Richmond.com along with lots of other local and national news outlets. And in the course of reporting this, I did talk to a few people who feel impacted and heard the same complaints voiced in the Richmond.com article you reference. But the purpose of this story isn't to detail renters' upset, which as you point out was already covered well elsewhere. It is to add some historical context to a debate that has been ongoing for 40 years, which I hadn't seen discussed much.
