JJ if all you see is the wastewater treatment plant, you have some terrible tunnel vision. Most people don't even know what it is. Richmond's industrial might is behind it. To the east, you see Powhatan Hill Park , Fulton, Rocketts Landing, Rocketts/Intermediate Terminal, Ancarrow's Landing, yes the plant, the Williams Bridge Company, Philip Morris, various neighborhoods in southside, McGuire Hospital, Manchester, the James with I-95, Manchester, and Lee Bridges crossing, Belle Isle, Oregon Hill, and the Carillon... all in one left to right sweep. BIG PICTURE! I feel so sorry for people who go to Libby Hill Park and all they see is a wastewater plant... the same view they desperately wanted to give condo buyers paying top dollar... it's ok then.
George Ross never got it. It wasn't just about the view that gave Richmond its name, but the whole panorama. The only place in Richmond to see the east end to the west end. His towers were going to break the horizon and wall off one of the last public sweeping views of the southside. It would be like building towers tall enough to block views from the mountains along Skyline Drive.
