In the City of Richmond there are no ordinances pertaining to keeping honeybees. One should certainly be considerate of your neighbors in any activity you pursue.

As far as expense, if you have ever assembled hive boxes, frames, wired in foundation, bottom boards, inner covers and painted a bee hive, acquired the bees and gained the knowledge to keep them in a healthy and sustainable manner the pricing stated in the article is quite fair.
