The part about installing drainage systems that would divert storm-water runoff into Henrico, not the city doesn't make sense. The creek that runs along Byrdhill Rd floods too much as it is. Adding more runoff to it will only create more problems in Henrico, but also downstream into the park. I can't believe Henrico and the city would allow that to happen. It's only going to cost taxpayers, in Henrico and Richmond, more money when another hurricane hits and the area has to be cleaned up again.
