I would like to see the marketing report and business plan for this venture. The vendor would need to invest $15,000+ in sailboats plus a safety boat and other equipment...figure $25k to start then $1000 to the city for the concessionaire license and more for insurance. If the city is serious, they need to subsidize the first year to develop the market.
