All of you need to first step back and realize you would have to fundamentally rework every single piece of legislation, law, code etc dealing with ABC - all so some local DJ can get boozing on the streets? You can already zone parking lots and specific areas - Sine does it all the time for bands - sorry pal this is ridiculous, any legitimate person who does research will see this is impossible
