William-
I have sat down with officials of City Hall. I have explained everything to them. As long as a structure is less than 200 sq ft, and is off-grid. No brow to raise. This is not only legitimate in the city of Richmond (local govt), it is also part of the state structure and the NBC(National Building Code) All is well, and all can benefit by just changes in lifestyle. Thanks for the question.
