Actually, Virginia state colleges do NOT have unlmited power to ban gun carry on campus because "[t]he universal prohibition of firearms by properly permitted persons other than students, faculty, administration, or emploees ... is not allowed under the law." 2006 Op. Va. Att'y Gen. 116, 118.
