It'll happen because Walmart is safe. A mixed-use development with smaller retail is not safe. If they're going to bulldoze the Diamond and move baseball downtown (with all of the risks that will entail), they're going to guarantee themselves tax revenue on North Boulevard.
As to the Azalea Mall site, I can't fathom why someone hasn't snapped up a location that close to 95 and 64 and built... well... anything.
