The City Charter, with little meaningful limitation, gives City Council the power to waive the rules. Thus there are few reliable rules.
The Richmond Metropolitan Authority got Mayor Jones to agree to a $2 million discount. When Jones ran into resistance from City Council, the Authority exercised its right to pay off the loan and refinanced at a better interest rate.
