This whole thing stinks . . . but I would point out that there are a few things that all creative hotbeds have always shared: First and foremost, they are cheap. Creatives need time to work, not slave away at remedial jobs. That's how Austin started in the 70s, and it's how Portland became a hipster meca in the late 80s-early 90s. Of course, it helps to have local government that isn't solely comprised of corporate whores. Richmond has always been less interested in fostering creativity than it has in figuring out a way to make a buck off it.
