Can we talk about the huge taxpayer funded check written to Sheila Hill Christian (former councilwoman friend of mayor) for "consulting" on the jail project that could have been done by good folks already on the City payroll? Better yet, check out the HC Consulting group and ask them directly who ANY of their big clients are BESIDES richmond City taxpayers? (www.hillchristianconsulting.com)
