VCU has a long standing agreement with Carver to not cross Marshall St and they have held to that. This proposed development is a private venture, though it will be geared to students. At this point though the only viable alternative to this project would be an academic (classrooms) facility but that would meet exceptionally strong neighborhood opposition. These lots are not appropriate for single family houses so I don't see how this would "change the whole complexion of the neighborhood"

The current building code allows windowless apartments since the buildings have fire sprinkler systems. The approval by the planning commission is usually required because these empty warehouses are zoned for light industrial uses and does not allow housing.
