It never has in the past. Bobby Scott along with several other African-American politicians were always present in the past. As I said, before the Democrats started boycotting, it was a very bipartisan event.

It's never been a problem in the past and I've been going for twenty years. Before the Democrats started boycotting it was a fun, respectful, bi-partisan event.
