7. Mayor Dwight C. Jones

79th Mayor of Richmond

Please, will someone provoke this man? We thought for sure he'd fire back something good at Councilman Bruce Tyler, who said that the mayor and his budget needed to be slapped. The nightclub ordinance targeting, um, clubs for people who aren't white? Well, Mayor Jones sent the entire police force to Shockoe Bottom. The angst over a bus transfer station at Main Street Station? Not a peep. It's difficult to dislike a mayor who seems truly to care about schools, minority business development and balancing the budget. But Dwight, the clock is ticking. City Council won't dare cross you, and the business community is scared to challenge a man of the cloth. The city's schools and concentrated poverty need regional solutions. This is your city, your legacy — slap somebody.
