48. Council President Kathy Graziano 

The City Council president has fallen sharply in the wake of a sexual harassment and groping scandal involving her longtime aide, David Hathcock, and Jennifer Walle, former aide to Councilman Bruce Tyler (No. 42). It’s not so much that the alleged incident itself implicates Graziano, but her response to it has been questioned. In a civil lawsuit, Walle charges that Graziano told her to “either quit or deal with it.” The scandal has shaded her leadership of council, and caused friction with some members. Depending on the outcome of the trial in August, it could also imperil her political future.
