Not all that long ago, Republican State Sen. John Watkins was a force to be reckoned with. Now he’s one of just three legislators remaining in the centrist, bipartisan group that once held sway in the Capitol. Watkins, who represents parts of Chesterfield, Henrico and Richmond, has had to recalibrate his political identity to avoid a struggle in this year’s primary.
