10th District Virginia Senate Representative

When the Republicans lost the state senate and the caucus became more conservative, the moderate state senator stayed cool. After all, Sen. John Watkins always had his family's massive retail development in Chesterfield to fall back on. But even with this year's brutal budget and a more conservative caucus, from Watkins' perch on the Finance Committee he helped produce the senate's more spendy compromise budget in a move that one political observer sees as harkening back to Mark Warner enabler John Chichester.
