Their man (No. 6) wakes up in the Executive Mansion, and that couldn't be better timing for powerful Republican duo Richard Cullen and Frank Atkinson, whose efforts to build their firm's consulting arm have stolen some heat — and people — from Williams Mullen. Cullen is chairman of McGuireWoods, which employs approximately 900 lawyers, 216 of them in Richmond. And Atkinson focuses on building a national platform for the growing consultancy.
