26. Eugene P. Trani

Former President of Virginia Commonwealth University

Three years removed from topping Style's List at No. 1, former VCU president and power honcho Eugene Trani makes a comeback in retirement with his new all-star think tank, Richmond's Future, which he recently launched to help solve all the problems that plague us. Its board is rife with members of the Power List. (Regional cooperation? Concentrated poverty? T-N-Trani!) We can only hope it doesn't include handing out bogus degrees to police chiefs or hiring Philip Morris to study the effects of smoking on pregnant women.
