2. Virgil R. Hazelett

Henrico County Manager

Holder of the top Power List spot a year ago, the longtime Henrico County manager has been busy balancing the county budget and plugging holes. He's still the go-to power arbitrator in town, but some in the corporate community bemoan his refusal to bring Henrico to the regional table. The buzz about replacing the Richmond Coliseum with a new arena near the Boulevard, next to The Diamond, is driven in part by Hazelett's refusal to consider helping pay for a new ballpark anyplace but the Boulevard. This town needs regional cooperation to really move forward, especially when it comes to transportation and mass transit, and Hazelett's blessing remains the key to garnering public support in Henrico. Just don't expect it anytime soon.
